Dear AA adviser :
I have recently been asked that is it an offence of Land Transport Regulation 2011, regulation 77(2)(b)(ii) if one operated a vehicle after its been renewed online but not yet received the actual sticker through NZ POST.

Yes, the offence is failing to display a label, and the regulation you quote is the applicable one in this case, so it is an offence.
Online renewal is fine if the renewal is done in time to receive the new label before the old one expires, but once it has expired you need to either wait for the new label or get a duplicate label from an MVR centre prior to using the vehicle.
