I have a towbar on my isuzu bighorn 3.1 D that says 2000kg. What does that mean? Is it for the weight the trailer can have? Or is it for the weight the car and the trailer have together?

The rating you are referring to is the towbar rating - the towbar can handle up to 2000kg and this shouldn't be exceeded - what the towbar has been built to handle.

The vehicle tow rating is different as it's the car manufacturer's recommendation (Isuzu) of what the vehicle can safely tow. You should contact Isuzu for the vehicle's rated tow rating.

The law states that the vehicle must stop from 30km/k within 7 metres, so as long as you can meet this criteria, you are not breaking the law.
