What are the rules around children riding as pillion passenger on a motorbike?

The rules for motor cyclists who wish to carry a pillion passenger (child) are as follows;

The rider must have a full class 6 licence
The child must be able to reach the foot rests
The child must be protected from the rear wheel
The child must wear a helmet when a pillion passenger on a public road or place
