We have just sold a car privately and on good faith today. We have completed the change of ownership online. However, we did not get the buyer to have a completed MR13A form and we are concerned that if this person does not complete this form, are we still liable for fines etc on the vehicle.
Is there anything we can do legally to address this if this person does not complete the necessary paperwork?

There is not much that you can do at this stage except nag him to complete the MR13B form (or do it online) - legally he needs to do so. If you do receive a fine then you can use the evidence you have to argue that the vehicle was sold to the buyer and driven by the person at the time.

Important: The buyer should complete and submit MR13B and get a receipt to show you before you, the seller, hand over the keys. They can do this before the purchase is completed and it means that they take responsibility for any fines and fees.
