I am looking at a car that has never been registered anywhere in the world before. It has a VIN from the Mercedes Benz factory that checks out on the MB site. But when I do a search in NZ it says no record of VIN.

It entered NZ through Customs in May 2012. Do they record the VIN? Customs just sent me to NZTA who have no record of the VIN?

How do I verify ownership and other details on this car?

Are there any categories of cars that could be designated as parts only by Customs or NZTA? Its a 2001 500 SEL with only 900km on the clock - its essentially new. It meets all NZ Standards and surpasses them.

Is there anything I should be checking that could STOP registration in NZ?

There is no way that a 2001 built vehicle meets the required emission standard of Euro 4. This vehicle does not meet the required standard, it can't be entry certified without an exemption.
This car does not meet the criteria for a "Special Interest Vehicle" (SIV) nor is an immigrant vehicle. This means that it does not qualify for an exemption. (The yearly limit of 200 SIV permits has been reached already).
Amongst the required documents for the entry certification, is a complete ownership trail.
Another issue is that the mileage the vehicle has travelled, is more than the allowable delivery limit. It would have to certified as a used car, not as a new one.

We are aware of where you are heading with your question regarding the VIN. Your plan won't work as the engine number is recorded also, plus it is illegal. Don't be tempted.
I guess that's why the car is advertised so cheaply.
