Some builders are working on a neighbouring property with trucks and dumpers going up and down the drive beside my house causing considerable noise and vibration, starting at 7.30am and sometimes continuing until after 6.30pm. The vehicles are often left unattended with the motors running, sometimes for more than an hour. Is this legal? What can I do? The truck driver just swears at me when I approach him. Vehicles are left on the neighbours property at weekends and overnight with the keys in the ignition. Is this legal? Can I remove the keys and take them to the police station? The large truck is loaded up with rubble and parked on the public road outside my house every night. The back of the truck is open and I have seen children climbing up into it. Is this hazard legal? The council say they have no jurisdiction because the rubble is in a vehicle on the road rather than on private property. I have asked the owner of the property to talk to his gorilla of a builder but I have no confidence that the situation will improve. What can be done?

From your description it doesn't seem like they are breaking any road laws. You will need to contact the council to find out if they are breaking any council bylaws. If you remove the keys to the trucks you might find yourself on the wrong side of the law. You should refrain from doing so.

I can't believe that leaving a running vehicle unattended on a public road is not breaking a road law. It is not safe. I have found out that it is breaching a bylaw for a heavy vehicle to be parked on a public road in a residential area after 9pm, but can't get the council to attend at night.
