I'm looking at buy interior neon lights from this website but the only problem I've been having is trying to find out whether or not they are legal in New Zealand. Yes they Do have a flashing feature but can easily be adjusted to stay on one solid colour with no flashing what so ever. the website they are being sold from is here: http://www.ledunderbody.com/expandable-million-color-mini-interior-light-kit.aspx to help give you more of an idea on what they are. If someone could tell me whether or not they are legal with evidence to back it up, it would be much appreciated, I do not want any guesses or "I don't or do think's" because that is not telling me whether or not they are legal in New Zealand.

Excuse me, but the best you're going to get from anyone is "I don't think so".. Although I'd go further and say "I really don't think so".
According to the description on the web link you've provided, these seem to fall into the cosmetic lamp category - and they're not allowed to flash, be overly bright or have colours that don't meet the requirements etc.
Please see the VIRM (Vehicle Inspection Requirements Manual) on the NZTA website. Without seeing these lamps first hand or how they are likely to be installed I can't give you any assurances, but as you can see from the VIRM , it seems highly unlikely that these will be legal.
