Do I have to pay a speeding ticket when the officer who pulled me up could not show me proof of my speed on his radar screen?

There is no legislation that states the officer must show you your actual speed. It is often done as a courtesy and I guess as confirmation of a speed for the drivers benefit not the officers.
Sorry Steven, you will be expected to pay the fine.
