I have been advised that an imported car , in this case manufactured in 1989, must have a laminated windscreen, and that a toughened glass one is unacceptable. Is this advice correct? What is the relevant piece of legislation?

Yes this is correct. Vehicles manufactured after 1 July 1986 must be fitted with a laminated windscreen.
