From your description it sounds like the tyre has a separation problem and has gone out of round. If you have replaced the tyre with the spare and the problem has gone, it is either a tyre problem or perhaps a bent wheel rim.
If the tyre shop is saying it is a wheel alignment and shock problem, that would incicate that your tyre has worn excessively (perhaps on one edge), causing uneven wear and separation, although you make no mention of tyre wear.
So, if the wheel is OK and the tyre is showing uneven wear, I would agree with the tyre shop. But if the tyre still looks in good, evenly worn condition, in keeping with the 15,000km travelled, it may be a defective tyre.
Perhaps a second opinion at another tyre shop might confirm the problem, one way or another.
