I want to bring my 2010 Citroen C4, 2 door, with me when I emigrate to New Zealand however my windows have been tinted (side & back only). Are there any regulations in New Zealand regarding the amount of tinting allowed on car windows?

Yes there are rules around glass tinting but depending on the shade of tint, your Citroen may be OK. Essentially, the side and rear windows are permitied to be fitted with a tint overlay providing they allow a minimum of 35% VLT (Visual Light Transmission).
This is tested with a light meter when the vehicle goes through the compliance process and also at WOF (Warrant of Fitness) inspection.
If your tints don't meet the requirements, they will need to be removed.

Thank-you. Would a certificate from the installer, here in South Africa, suffice for customs?

No, any certification needs to be done by approved local authorities.

It's not really an issue for customs, it will only become an issue when the vehicle is presented to a Compliance Centre for certification after it has cleared customs. At that point it will either pass the criteria or need to be removed in the event is fails the VLT test.
