If the bike has an electric motor with an output exceeding 300 watts then it is regarded as a moped.

From July 2011, mopeds are required to undergo an inspection, be certified and registered.

The bike would need to taken to a Transport Service Delivery Agent (TSDA) who are authorised to carry out entry compliance inspections such as a VTNZ or VINZ testing station.

It would be very interesting to know whether the bike was purchased new from a Kmart in NZ.
