I have full insurance but the damage is only minor & will cost less than my excess to repair. I'd prefer not to claim but the guy who hit me tells me I'll have to go through my insurance company to recover my costs?
What can I do??

You should seek advice from your insurance company.

If you were not a fault then you should not be penalised by making an insurance claim.

It sounds like this guy is going to be difficult, so hopefully your insurance can take some pressure off you and chase him for money or work with his insurance company to recover repair costs.
