Ive been told something new today which I never heard of before and I'm not sure if it's true.

normal situation where a car is on the bottom of the T, and a car on the top of the T is a safe distance far away for a car on the bottom to turn then its okay right . I was told, however, if the car on the top of the T is on the flush median, no matter how far or safe it is to turn, the bottom of the T has to still wait till they complete their turn.
