Signed an example consumer information notice used by a car dealer for a car I had paid a 200$ deposit on. It has been 2 and a bit months since I signed that document and I still haven't received the car. What are my options? can I still refuse to buy the car and get my deposit back or am I legally obliged to buy the car now or face a penalty for not going through with it

You may end up walking away from your deposit if you cancel the agreement, and the dealer refuses to refund.
what if I have it in writing that I will be refunded should I choose not to buy the car then is the dealer legally obligated to refund me ?
If you have it in writing then I would see no reason not to return it unless there were any other conditions discussed.
