What's the rule or best practice guideline on dealing with drivers who misjudge the 200m merge rule on motorways.
For example, Driver A is on the left, and almost at the end of the 200m zone. Driver B (for bad) is tearing up trying to overtake Driver A, but isn't going to make it within the zone. Does Driver A pull out, as entitled to, or stay left despite there being no room to do so? Who would be responsible if an accident was to occur?

But if the cars on the right are beyond the 200m zone and attempting to pass then surely this doesn't apply?
