What's the rule or best practice guideline on dealing with drivers who misjudge the 200m merge rule on motorways.
For example, Driver A is on the left, and almost at the end of the 200m zone. Driver B (for bad) is tearing up trying to overtake Driver A, but isn't going to make it within the zone. Does Driver A pull out, as entitled to, or stay left despite there being no room to do so? Who would be responsible if an accident was to occur?

Hi there,
I think you will find that the merging vehicle can only do so if the way is clear (Roadcode says move into a safe gap in the traffic). https://www.nzta.govt.nz/roadcode/general-road-code/road-code/about-driving/key-driving-skills/merging/

But if the cars on the right are beyond the 200m zone and attempting to pass then surely this doesn't apply?
