We had someone side swipe our car, so our driver side wing mirror tries to open electrically and makes a thumping noise when you first start the car. It is fixed by a quick touch to the mirror. The mirror itself is in perfect condition and can still be fully adjusted by the interior buttons, still has working blinker and is silent and fully affixed. The WOF we had done states "Driver side mirror electric fault (noisey)," but given everything is fully functional we don't understand how we could fail for a noise that is completely remedied when you touch the mirror and even without touching it, the mirror is still functional just making an unpleasant sound outside the car.

Hi there,
Correct, you should not fail for a noisy mirror. Have you tried closing them electrically and opening the mirrors? as sometimes they just need resetting.
The reasons for failure in the WoF rules are as below:
2. A rear-view mirror:
a) is not mounted securely, or
b) cannot be adjusted, or
c) cannot maintain its adjusted position, or
d) is corroded or dirty, or
e) is damaged so that it increases the risk of injury to vehicle occupants.

3. A rear-view mirror:
a) does not provide a clear view to the rear of the vehicle, or
b) is not sufficiently isolated from vibrations.
