Where is the best place to complain about potholes, rough roads, poor road repairs on the state highway network? And, are there any standards for road conditions?

Each region has a company or department responsible for road maintenance so best to take it to the local council in the region you live for addressing. The Waka Kotahi NZ Transport Agency (NZTA) might be able to offer more insight on this on, 0800 699 000.
