A car parked on the side of a main road(designated parking area). The driver enters the car to leave and while closing the door a car drives in close hitting the door.
I know the rule states
"7.2Use of doors
(1)
A person must not cause a hazard to any person by opening or closing a door of a motor vehicle, or by leaving the door of a motor vehicle open".
In the above situation does this rule hold the person of the stationery car closing the door responsible
Thanks

Hi there,
I can't say for sure as there are always two sides and can be rules for both parties. Other factors can be at paly like- was the car driving wholly within their lane? Was the door opened out into their lane and they didn't see it? If you want to pursue it, you may need a police report or a solicitor who specialises in road rules.
