I came up behind a car that was stopped at a stop sign at a T intersection. The car in front moved off turning left, I then moved up to the yellow line and looked to my right checking for on coming cars. As i did this the front car stopped just past the yellow line. I had no idea he was there so I pulled out when I was clear and bumped into the rear of the stopped car. Who's at fault?

In the case a car hitting another from behind (driving into a stationary vehicle), it would be classed as the behind car's fault (99% of the time) as they must make sure the way is clear at all time before continuing. This is the same in motorway nose-to-tail's. A driver must always maintain a safe following distance, be prepared to stop, and make sure they don't move until their eyes are looking in the direction they are driving.
