Hi there，
Other car was reversing from Other Side of the Road and crossed over the middle line of the road to my side while my car had been already stopped . And I pressed the car horn to warn him,(about 2 meters away from me） however other car did not stop but speeded up his vehicle and kept driving backward without noticing the warning . his tow bar hit my right-hand side of rear door

Can you advise whose fault ?

In parking accident situations, the reversing vehicle/vehicles are generally seen to be in the wrong as they must make sure the way is clear for the duration of their manoeuvre. This is because they are driving contrary to traffic flow (reversing), and often crossing into the path of traffic- even in a carpark.
