Are we allowed to drive on a median using it as a traffic lane?

Hi there,
The NZTA ruling on flush medians can be found here: https://www.nzta.govt.nz/driver-licences/getting-a-licence/road-code/flush-medians/
They are intended for use for a short period (exact distance not specified) of time for entering or leaving a roadway. They are not to be used as overtaking lanes (except for short distances just before the turn or when preparing to turn right and other traffic is occupying the adjacent lane).

thanks for your reply. Can you please elaborate what is intended by 'just before the turn'. I know that there is no specific distance measurement provided, but if people are using to drive almost 100m to reach a traffic signal, is that a fair use?
