I have encountered this situation.
Approach an intersection with a right turn bay and right turn arrow phase on the traffic lights, the cross street is one way with no exiting traffic to conflict with right turn or u-turn. However the intersection also has a "no U-turn" sign.
As far as I can see this is a case of moronic sign placement, and U-Turns should be allowed.
This issue is endemic in Chch post earthquake.
