Hi there
Who has right of way when parked cars force cars in both directions to cross the white line to progress up and down the street. If one car has stopped for cars coming the other way but then decides it is safe to progress whilst the cars are coming through across the white line and hits one of them - who is in the wrong?

It is a tricky situation seen on a lot of residential streets.
I can't see a rule that divides responsibility in the situation you mentioned, both would have to make the manoeuvre with reasonable care and skill while also giving clear communication where possible.
