I have read the VIRM regarding to the cosmetic lighting rules, I am looking for any possible way to add a disco light ball that can be legal but according to VIRM it's not legal however I googled and found this recent news:

A taxi driver in Auckland installed a little disco light right at the back of his car and it seemed alright because the angle of the light is not a distraction to other road users, can you please explain in what condition one can make a disco light legal inside a car like what this Taxi driver has done? Or do you also rule this taxi driver as being illegal as well?
