I have just had my car returned from the panel beaters. The left rear tyre has been replaced with a new tyre of a different brand and tread pattern to the other three. Is this safe and will the car pass a WOF?

Tyre brand and visual tread appearance are not part of the wof requirements, as long as the carcass type matches (mud and snow, directional, run-flat ect)
The load and speed ratings must be within spec of the rest of the tyres, which reputable tyre fitters would check before installing a new tyre.
There should be no reason for a tyre of a different brand to cause problems, as long as the tyre is rated the same and of a similar quality brand, as in you wouldn't want a top-spec Pirelli tyre coupled with a Triangle or Ling Long.
