What is the procedure in going about personalising an existing number plate on my car as I would like sell the car but keep its number plate?

If the plate is a standard issue government plate, then there is not much you can do with it and it must stay with the vehicle.
If it is already a personalised plate, then you can take them off and purchase standard government issue plates from an inspection centre.
You can then keep the plates and change them out when you get a new vehicle, but you must go through a licensing centre and obtain new registration labels ect.

Can I personalise a standard issue government plate?

No you are no able to personalise a standard plate, or reuse it. You would have to order a separate personalised plate with similar characters on it (if available and it can't be exactly like the plate you have)
