Good morning, we need to reimburse a staff member for use of his 1999 Ford Telstar - what would the rate be?

It's very hard to say on a car of this age. Under normal circumstances (on a later model car where depreciation is a major factor) it would be 65c per km, but a car of this age would be less.
It comes down to a negotiation between both parties, but the actual running cost of this car is probly around 50c per km.
