The manual for my Corolla says to use L or 2 when going down steep hills, so as to use engine breaking and save wear and tear on the brakes. Friends tell me that that is not a good idea as it puts too much strain on the transmission/engine. Who is correct Toyota or my friends?

This is good practise when travelling very slowly down very steep hills, particularly in slippery conditions. However, for 99% of your motoring in normal New Zealand conditions, your friends are right - leave it in Drive.
