We currently have a employee that claims for mileage and also has a fuel card - is this normal for the company to pay for both as well as their salary?

Depending on the reimbursement rate- fuel costs are generally covered in the claimed per kilometre amount. I'm not sure what the salary is made up of and what vehicle provisions were included, it may be normal practice to have an increased Salary amount if a company vehicle was not included in the employment package.
