Had been considering replacing pads front and rear, however, Testing Officer suggested pads were fine but without removing wheels how would they know?

Hi there,
These are the brake efficiency readings and prove that the brakes are working fine.
However the visual inspection part of the warrant will tell the physical condition of the brakes, most of the time you can see some of the brake pads without disassembly.
If in doubt or they look low, the inspector will fail the brakes or ask for the brakes to be stripped and checked/replaced.
