My cars tyre size is 155/80/13 and I have been given size 175/70 tyres.
Am I able to use them on my car?

Providing you change all four tyres, and they don't foul anywhere, I see no problem.
With the change in tyre size, at 100kmh on the speedometer the vehicle will be travelleing .8 of a km slower than before. You may not even notice the difference.
What vehicle do you have?.

Would it pay to get the wheels balanced/aligned after?

I think this will be a good idea, especially if you havn't had a wheel alignment for a while.
