I have just purchased a 2004 Toyota Funcargo which was previously owned in Japan by a disabled driver. It has only travelled 1850km's so is essentially in new condition and was appraised by the AA in Christchurch prior to purchase. It has very light steering with almost zero "feel". Is it possible that it was modified in Japan for the original owner?... it had a spinner attached to the steering wheel. If there is such a modification can it be easily reversed. I have asked another Funcargo owner and they commented that their steering felt normal as was not unreasonably light.

It would be an unusual modification, but as the car belonged to a disabled driver, it is possible. Hydraulic steering can be modified by changing valve settings.
Perhaps it would pay to drive some other similar cars first to determine whether yours feels any different, and if you think it does, have a power steering specialist check it out and returned to standard.
