I have a 1999 Toyota Corolla Japanese import with a 5a-FE 1497cc engine.It has done 60000kms.Can you please advise when i should change the cam belt and apx cost?

Regardless of the mileage (which in your case is very low for the age), most manufacturers advise replacing the cambelt at between 5 and 6 years of age, as it is a rubber belt and will perish with time. If the belt has never been changed on your car, it should be done ASAP.
As a ball park figure to do the job properly, wit hthe water pump etc, allow around $700. To get an exact cost, ask for a quote before giving your mechanic the go-ahead.
