Is it safe to use an anti corrosion product ( rust kill ) on the exhaust system?
I have got rid of most of the surface rust with a wire brush and steel wool, but would like to treat it to stop it coming back.

If the product isn’t flammable and can withstand high heat then it should be ok but you should consult with the product supplier to ensure it is suitable for this type of application. The chances are it could flake or bubble from the heat of the exhaust. You should test the product on a small section of the pipe and see how it goes before painting it on the whole exhaust – ensure it doesn’t let off any fumes that can be toxic.
