I have a year 2000 Toyota Corolla L Touring which has now done just over 74thousand KMs.
a) When would you recommend a cam-belt change.
b) What is involved (ie water-pump change or anything else).
c) What sort of price should I expect to pay.
d) Can you recommend honest reputable garage(s) in Christchurch who could do this work.

If the cambelt hasn't been changed before, I'd highly recommend having it done asap. Even though the mileage is low, as the belt is a toothed rubber component, it will perish with age, and so you run the risk of it either breaking or stripping the teeth at 12 years of age. Most manufacturers recommend replacing thebelt at 5 - 6 years.
We would recommend changing the water pump and probably bearing/tensioner.
Unfortunately, it is not a cheap job - I'd expect it be around $700ish if everything is done properly.
We'd recommend using either the AA Auto Service and Repair outlet in Papanui or an AA Licensed Repairer .
