I am looking to purchase a new car and am considering a 1999 Volvo s40, is anybody able to advise me abut maintenance costs?

Routine servicing should not be much more than any car. However, with any car of this age, checking for a full service history would be a priority - and avoid Singapore Import Volvos.
The S40 was essentially a joint venture between Volvo and Mitsubishi, with many components shared with Mitsubishis of the day. So if you're looking at a Volvo for the "premium European" appeal, the S40 may not be the most premium model in the range.
