I went to Tony's tyre service on Saturday to have the a tyre swapped onto the spare wheel and then have the spare wheel fitted onto the front of the car and balanced. I was checking the wheel over when I noticed the spare they had fitted had a sticker on saying "Max 80 km/h". Why is this? Should Tony's not have warned me about this?

The wheels on the car are just standard non-alloy 16'' wheels.

If you're sure the spare is not a spacesaver, it would seem that they have mistakenly put the 80km/h sticker on it. A spacesaver should be fitted with this sticker, but not a full size spare.

They took a tyre from one of the other 4 wheels and put it on the spare so that would suggest the spare is a full size wheel and not a spacesaver, yes?

Your assumption sounds right to me, but without seeing the wheel, there could be another explanation.
The best advice is to contact the tyre shop and ask the qusetion of them. As I said earlier, it could be that they have mistakenly attached the sticker, as they normally would with a spacesaver.
