I have a 2002 Ford KA and had to have the steering rack replaced as it was leaking.
Originally a second hand part was used but as that now also leaks a new part has been recommended by the garage.
My question is "Is $1,100 for a new part + labour etc reasonable?" as it is a lot of money for me to find.

It is not good workshop practice in my opinion to fit second hand steering racks in the hope it will overcome a leaking problem long term.
Any mechanical component that relies on oil pressure to work and has seals to stop leaks is a risk second hand for a couple of reasons. Firstly, who knows if the steering rack had a minor leaking problem before it was installed which is only going to get worse and secondly, often these parts can suffer deterioration while sitting on the shelf.
In most cases steering racks are reconditioned by specialists which is a very successful and cost effective repair method.
While $1,000 sounds a lot of money it does not surprise me to be honest although you may question the 'new' as opposed to reconditioned.
If it is the same garage which is suggesting a new rack that fitted the second hand one, maybe you could suggest they offer some form of discount in light of the money already spent.
If they were customer focused, they themselves should be offering such discounts
