I've been advised that my head light adjusters (LH side) no longer work and my head light can not be adjusted. In order to repair this I have been advised I need an entire headlight assembly. Does this sound right? Could the headlight be adjusted manually?

Are you talking about an electric height adjuster that you adjust from the dash to compensate for heavy loads, or the screw adjusters you adjust by hand or screwdriver at the headlight?
If it's the former, you should be able to find an auto-electrician or mechanic who can set the headlights in a static position, meaning you can no longer compensate for loads from inside the car, but providing the car isn't loaded up, it will not pose a problem and will pass a WOF.
If the screw adjusters at the lamp are corroded or damaged, then the only soution may be to replace the lamp.

I believe it is the screw adjusters. The car failed a warrent due to the LH headlight being too low and I'm being told they can't adjust it as the adjusters are broken. I kinda suspect this part to be true what I'm more dubious about is that it requires an entire headlight assembly (at approx $400) to fix the issue.

Sorry to say that it sounds like the lamp will need to be replaced. If the adjusters are broken away from the lamp, there may not be anything that can be done about it.

Thats okay so long as it is feasable :) Just a bit um less trusting lately as have had a couple of issues that turned out not to be issues.
