I recently took my car into an AA centre for a WoF and service.
I need to replace a damaged Left Rear seat belt stalk (casing has split) but wondered if it a second hand / used version would meet WoF standards?

Yes, provided the second-hand stalk is totally compatible with the belt buckle it is connecting with, then there is no problem.
