I have a '90 Toyota Carib and the heater fan will only go on high or auto when it is hot/cold enough, what do you think the problem is?

Best you take the car to your local auto electrician, I’m sure they will be able to identify the problem fairly quickly.

You may then want to take the option of carrying out the required repairs yourself.
