I have just purchased a 2003 Primera SW and was wondering if the luggage hooks just behind the back seats are suitable for baby seat anchors. If not are there any places to install an anchor bolt?

No, they are not suitable as baby seat belt anchor points.

Take the car to your preferred repairer or your local Nissan Dealer and ask them the fit the appropriate anchor mounting points.
