I own a 1991 Toyota Celica. After driving for about 10 minutes the 4-wheel steer (4WS) red light shows up. When the light is on it does not have the same lock when turning into my garage.
I just turn the motor off and then on again and the light disappears and I can turn easily.
Is this a problem and would it be expensive to fix or O.K. to leave?

I suspect there will be a fault in the electronic management of the 4WS system. By turning the ignition off and on again it will be temporarily cancelling the fault and resetting itself and will continue to work normally until the fault is reproduced.
There will be sensors monitoring things such as steering angle and road speed to be able to determine the amount of steering assist to provide. I suspect the fault is related to the rear wheels only.
When the warning light comes on I suspect the steering will go into fail safe mode where basic front steering assistance is provided only. You could call it a 'get you home safe' mode.
Cost wise, it could be expensive depending on the fault. If you leave it, steering, handling and safety will be compromised and the car could be rejected at its next Warrant of Fitness check if the warning light is staying on at the time of the inspection.
Finding somebody with the correct product knowledge to locate and repair the fault could be the biggest challenge. Maybe an auto electrician or your local Toyota dealer.
