A friend has bought a 03 Subaru Forester X 20, Over 60km/h it developes an annoying wind noise appearing to come from both sides of the dash air vents, but isnt. Is this the norm for this model or some underlying issue.

Often this sort of wind noise is generated because of loose fitting windscreen mouldings or the screen itself.

It may be a wild card, but try adding tape over the mouldings and relevant screen area as a temporary fix and see if the noise changes or disappears on a test drive.

You could also ask a front seat passenger to try pushing on the screen when the noise is evident to once again see if there is any change in the noise.

Apart from that it may be a trip to a Subaru Dealer and ask if you could go for a test drive with a mechanic to demonstrate the noise.
