The cam belt in my Volkswagen Polo broke recently (since no one told me it needed changing during my services) and I've received a quote for $2460 to fix it.

4 x Valves were broken and the quote includes a water pump change.

Does this price sound about right?

Unfortunately, when a cam belt breaks, the resultant damage can be very expensive to repair, so the price you have been quoted doesn't sound unreasonable.

I am surprised that your garage has not made mention of the cam belt being due when they have serviced your car.

Most garages today are very pro-active in this regard today as it is well known that the engine will suffer damage in the event of a breakage.

The reason you take your car for servicing is for preventative maintenance and sound advice. It seems that your garage has failed you on both counts, so you may wish to discuss the matter with them further
