My VW Bora was recently serviced but now seems to require the car to be going at 58km/hour to get it to drop down into third gear. At 50km/hour it is sitting at 3000 revs. I beleive they cleaned the "power chord" but should this have this effect?

You need to return the car to the garage who carried out the service and ask them to take the car for a drive with you so they can experience the problem.

I'm not sure what a 'power chord' clean is to be honest.
