Is it safe and cheaper to convert a two wheel family vehicle. e,g, Hyundai H1. to 4WD? or is it better to just buy a more expensive 4WD?

in a lot of cases the vehicle chassis design could be different and not allow the 4wd system to be fitted. Extensive certification will also be required, so it will be cheaper to buy a 4wd vehicle than to create one.
