In the last year my car has had several windscreen chip repairs (3 of them) and a replacement windscreen. The repairs are an improvement on pre-repaired damage but you can still easily see the small cracks.
I travel within legal speed limits, and all the chips have occurred by sealing chips thrown up by vehicles travelling in the opposite direction. The other day a 4th (albeit small) windscreen chip has appeared.
How many windscreen chips/ vehicle can be expected in a year, and how many chips, on average, per windscreen replacement?

Every situation is unique and there are no requirements on amount of repairs, or chips expected in any time period. These rules outline critical areas (CVA) and size of damage considered acceptable or a fail.
