I'm looking to upgrade the headlights on my classic car. Which is going to be best - Halogen, LED or Xenon?

LED would be the best from a power consumption and illumination perspective, however passing a wof would be an issue as aftermarket LED's in headlights have not proven to maintain the required illumination pattern that a wof requires and also the headlights themselves must be suited for the bulbs fitted. The wof rules have recently updated around headlights and aftermarket bulb fitment. If the complete headlights are changed, they must have standards markings and the bulbs must be compatible with the headlights used.
